Some basic ones include free monthly texts, data, call minutes, and even free or affordable basic feature phones to help people connect and access basic facilities. The eligible person should apply through a trusted provider in their state and area. And after approval, they can use the services (Don’t worry, we will get through every step in detail in the sections below). Although there was another program available other than lifeline which was ACP (Affordable Connectivity Services), it ended back in May 2024. So, now Lifeline is the only one offering free smartphones and connectivity services.How to Apply in Lifeline Program?

Step 1: Do You Qualify? (Income & Program Limits for 2026)
You can either be eligible based on income, or if you or any of the family members is enrolled in some government programs, then you will be considered eligible.Eligibility-Based on Income:
If your whole household income is the same or below 135% according to the Federal Poverty Guidelines 2026, then the household will be considered as eligible for the Lifeline program. For 48 contiguous states, Washington D.C, and U.S territories, the income for a single person should be equal to or below $21,128, and add $7,425 for another person in the total. For Alaska, $26,393 income for 1 person, and add $9,288 for another person in the total. And for Hawaii for $ 24,287 income for 1 person, and add $8,546 for another person in the total. - Address proof: You can either provide utility bills (water, gas, or electricity), a lease/mortgage statement, or a pay stub to verify the address of the house.
- Proof of eligibility: You can show the proof of participation like a statement, a benefit card, or a participation letter, in any of the above-mentioned programs. Or tribal or federal tax return, or pay stubs of three consecutive months as proof of income.
- You DON’T need to send original documents.
- The documents you provide should have the name of the eligible person, and the documents shouldn’t be older than a year.

You can submit the application via mail by collecting all the documents, printing the application, and mailing it to the Lifeline Support Center at P.O. Box 1000 Horseheads, NY 14845. You can also submit the application online, but for that, you have to choose a trusted provider.Step-4: Choose Provider
There are plenty of phone or internet service providers available through which you can apply. But you have to select the one which is offering the services in your state and area. Some of the most dependable service providers are:-
